THE WAR FOR WATER-PART-2

THE EVERLASTING CAUVERY ISSUE

The cauvery water issue between Tamilnadu and Karnataka became serious from the time when Karnataka was allowed to built three gigantic dams at the Kabini,Hemavathi and Harangi rivers without any parlimetary approvals. This happened in 1972 when Karnataka was under President Rule during the the Indra Gandhi's regime at the Center.
Tamilnadu was at that time under the DMK rule headed by M.K.
Upto the end of the then Congress rule headed by Mr.Bakthavachalam the Cauvery issue did not surface with much seriousness as every where Congress spreaded its power wings.Kamaraj or any other TN Congress leaders were not thinking about the future of the state but were thinking about the future of the nation. That is why they spared many Tamilspeaking areas to the neighbour states during the statewise partition times.
As a result Tamilnadu lasted its water resources to the neighbouring states.Yet there was no problem at that time because Congress ruled the whole nation.
But after 1967 seven for the first time and upto now T.N detached itself from the national mainstream and locked up itself between the two major regional parties, the DMK and AIADMK.
But now during this competitive federal situation the T.N has to struggle for every thing else as unfortunately no one is having state interest including the public. The political leaders are all selfish and corrupted.Karunanithi thinks only about he and his family only whenever he comes to the ruling chair.Jeyalalitha has no family or dependents yet she has a mental disorder of self ego.
Anyhow it is a luck for T.N. to have the Tribunal's final award with some favour. But there is no Authority to implement it as who ever comes to the Center are not interested on T.N. as it is aloofed from the national main stream.
The only solution to solve this issue the Central Government should think and work honestly and sincerely beyond the politics. It should set up The Cauvery Management Authority and the Cauvery Flow Regulating Committee as per the direction of the Tribunal's Final Verdict immediately without any delay. All water sources of the country should be nationalised.Otherwise do not dream that India has to become a Power Country.

CHENNAI/BENGALURU: Tamil Nadu government will make a strong case before the supervisory committee in New Delhi on Monday for setting up of Cauvery Management Board and Water Regulation Committee, the permanent mechanisms to implement the final order of the Cauvery water disputes tribunal.

"Having missed the short-term kuruvai crop, TN will insist on Karnataka making good the shortfall of 64.7tmcft to save the long-term samba crop," said a government official, seeking anonymity. The TN team led by chief secretary P Rama Mohana Rao will leave for the Capital on Sunday evening.

As per the Supreme Court direction, Karnataka government is expected to submit its representation to the supervisory panel on Sunday in response to TN's petition filed earlier seeking Cauvery water. Meanwhile, normalcy is returning to Mandya, except near Krishnarajasagar reservoir where farmers are pitted against police personnel to stop the release of Cauvery water to Tamil Nadu.

Law minister T B Jayachandra told media in Bengaluru that his government will impress upon the supervisory committee about the water crisis in Karnataka and its inability to release 15,000 cusecs of water for 10 days. "The government expects the Centre to intervene and end this dispute. Be it Prime Minister Narendra Modi or Uma Bharti (water resources minister), either one can intervene and try to resolve the matter," he said.

TN officials see a contradiction in meteorological department's rainfall data and inflow into Karnataka reservoirs. Other than diverting water into canals, Karnataka is alleged to have utilized the water for its summer irrigation in violation of the tribunal award.

The TN camp is bracing itself for another round of sparring, armed with statistics, to prove that Karnataka failed to release water every monthly as prescribed by the tribunal. There is a shortfall of 64.7tmcft of water which ought to have been released on September 5.

In its review petition in the SC on Monday, Karnataka will appeal for limiting the water releases to its earlier offer of 10,000 cusecs a day over the next six days. Karnataka had commenced release of 15,000 cusecs to Tamil Nadu from September 7 in accordance with the court directive.
